<br />The general purpose of this battery of questions is to characterize the not employed population, based on whether or not they are seeking a job and are willing to join one, and to identify if they have work experience.</p>

<br />This question is asked to not employed persons to find out if they tried to find a job or start an independent job and to further identify whether the search took place in the country or abroad.

<br />This question is asked to the non-economically active population who stated that they do have a need or desire to work, in order to find out the main reason they have not been looking for work or have not found a job.</p>

<div class="i1">- How to record the information. To speed up the interview, first write the informant's textual response and classify it after. Circle option 1, 2 or 9, as applicable. If you circle option 1, circle the respective sub-option. Before doing this, make sure that the reason stated refers to the principal, especially in the case of responses that at a given moment may be interpreted as the informant being interested in working, but something has prevented them, or when you observe that the informant hesitates when giving the response and even if you find the response to be ambiguous.<br />- How to inquire about the main reason for not looking for work or why someone has not found work. When asking the question, it is possible the interviewee may have more than one reason why they have not looked for work; in such situations, you may, if you deem it appropriate, ask additional questions such as those indicated below:</div><div class="i2">- "Is it really because of your age that you're not looking for work, or is there another reason?"<br />- "You say you're not looking for work because you are pregnant, is that the main reason why you're not looking, or is there another?"<br />- "So, you're not looking for work because you have to care for your children (they are very small) or is it because they won't let you to work (they maintain you)? What is the real reason?"<br />- "You're telling me that: You haven't looked for work because you have already committed to one or because the garlic harvest season on the site is over?" What is the main reason?"<br />- "Is there any other reason why you have not looked for work recently? This question is asked in the case of those who have not looked for work for more than three months before the time of the interview.</div><div class="i1">- In order to avoid returning to the field, it is important that you enter complete responses, which allow you to verify that the option you circled was correct. You cannot write ambiguous responses:<br />- No longer employable. This response could be classified under more than one option: 03, 04, 08 or 11.<br />- Due to health problems. This response does not clarify if it is due to a temporary illness such that the person intends to return to work (option 07), or if their health problem is such that there is no possibility of returning to work (option 12).<br /><br />If the informant says they are waiting for a response to an application (sub-option 01) and in question 2, you were told they did not look for work, ask additional questions, such as: To how many businesses or companies did you submit job applications? How long has it been since you submit your job application? If the response is that they are effectively looking for work, return to question 2 and restart the sequence, based on the interviewee's response.</div><p>01. <br />People who are waiting for a response to a job application, either because they went directly to the employers or through intermediaries (employment agencies).</p>
<p>Those who are sure a former employer will call them, because they gave a verbal commitment to hire their services in a specific period of time.</p>
<p>02. There are no jobs in their specialty, trade or profession
<br />People who are not looking for work because they don't think there are any jobs based on their job profile, or because they looked for it at some point and did not find one.</p>
<p>03. They do not have the education, the papers or the experience necessary to do a job
<br />Those who don't have the education or documentation required: school certificate, professional license, driver's license, permit to work in the country (in the case of foreign citizens), etc.</p>
<p>People who state they have not looked for work because they don't have the necessary experience to perform one.</p>
<p>04. They think that because of their age or appearance they would not get a job
<br />Those who don't look for work because they know, from their own experience or that of others, that they do not have certain physical traits, in specific environments of the labor market they are subject to discrimination, for example, the fact of being very young or old, being a man or a woman, having some disability, being obese or very thin, having tattoos.</p>
<p>Exclude pregnancy from this option, as it is classified in option 08.</p>
<p>05. In their location there is no work or it is only done certain seasons of the year
<br />Those not seeking work because where they live there are no opportunities in this regard.
<br />People who have not been looking for work because, for the moment, there is none, as it is only during certain times of the year: school vacation periods, sowing, harvesting or fishing seasons or during the traditional, religious, civic or fair festival celebrations.</p>
<p>06. Public Insecurity or excessive paperwork discourage them from starting an activity
<br />Those who attempted to start a business on their own, but stopped because the government authorities require too much paperwork, requirements or even try to extort them to grant a permit.</p>
<p>People who tried to start their own business, but due to public insecurity did not do so.</p>
<p>07. Waiting to recover from an illness or accident
<br />Those not looking for work because they are temporarily unable to work, due to health problems or an accident; therefore they are waiting to recover.</p>
<p>Exclude those who have stated they have a need or desire to work, but are not seeking to do so because they suffer from a chronic, degenerative illness, an addiction or the consequences of an accident, from which they believe it difficult to recover, as this is classified in option 12.</p>
<p>08. Is pregnant
<br />Pregnant women who are not looking for work because they believe they would not be hired due to their situation; or because they are looking, but are not given a job for this reason.</p>
<p>09. Have no one to care for their small children, elderly or sick
<br />People whose responses indicate they are interested in joining the job market but cannot do so because they must care for other members of the household (children, the elderly, sick or disabled), as no one else is available to take care of them.</p>
<p>10. Not permitted by a family member
<br />People who did not look for work because a family member (parent, spouse, etc.) does not permit them to work because they believe it is not convenient or necessary; for example, the secondary or preparatory student who does not work or look for work, because their mother thinks they are too young to do so or must finish their studies first.</p>
<p>11. Other market reasons
<br />People whose reason for not seeking work is related to the situation they face on the labor market, different from those considered in the preceding sub-options:</p>
<div class="i1">The remuneration companies offer is very low.<br />Does not have sufficient resources to start a business.<br />The welfare benefits the companies offer are nil or insufficient.<br />There is no half-time or part-time work, the work schedule is excessive or the working hours are split.<br />The work companies offer is somewhat unstable.</div><p>12. Other personal reasons
<br />People who say they need to work, but due to a personal decision have chosen not to do so and dedicate their time only to caring for their family or studying.</p>
<p>Those who have stated they have a need or desire to work, but are not seeking to do so because they suffer from a chronic, degenerative illness, an addiction or the consequences of an accident, from which they believe it difficult to recover, even because they are no longer in a condition to do so because they are elderly.</p>
<p>People who have stated they have a desire to work but don't because they have no economic need to do so: they live on their savings or income from a property, someone else provides for them, or simply because they do not wish to work.</p>
