The first Household Socio-Economic Survey was conducted by the National Statistical Office (NSO) in 1957, known as " The Household Expenditure Survey". This name was changed to the Household Socio-Economic Survey in 1968 - 1969 and the survey was conducted every five years. Due to the rapid economic expansion and the importance of the survey in order to set the anti-poverty policy, the Ministerial Cabinet had passed an approval on September 8, 1987 for the NSO to carry out the survey every two years. The 2004 survey is the seventeenth survey of this kind. (The 1999 and 2001 surveys were conducted special periodic survey by the cabinet assignment.)
A stratified, three-stage sample design was adopted for the survey since 1975-76 until 1986. The primary and secondary sampling units were Amphoes and blocks (in municipal areas) or villages (non-municipal areas) respectively. The private households were the ultimate sampling units.
Since 1988 onwards, a stratified two-stage sampling was adopted for the survey. The primary sampling units were blocks for municipal areas and were villages for non-municipal areas. The secondary sampling units were private households.
The primary objective of the survey is collecting information on household income and household expenditures, household consumptions, changes in assets and liabilities, the durable goods ownerships, and housing characteristics including other living conditions of households.
The 2004 round includes a special module that was included in the 2004 socioeconomic survey and that asked all adult members of households about their experience with the Village Fund.

The scope of the Household Socio-Economic Survey 2004 includes:
- HOUSEHOLD: characteristics, income and earnings by type and source, socio-economic status, benefits from government, assets and liabilities, housing characteristics, exenditure
- HOUSEHOLD MEMBERS:edcuation, benefits from government, occupation or employment, earnings by type and source
- IMPACT OF VILLAGE FUND ON HOUSEHOLD WELFARE
The survey covered all private, non-institutional households residing permanently in municipal areas and non-municipal areas of all regions. However, it excluded that part of the population living in transient hotels and rooming houses, hostels, boarding schools, temples, military barracks, prisons, welfare institutes, hospitals and other such institutions. It also excluded households of foreign diplomats and other temporary residents.

A Stratified Two-stage Sampling was adopted for the survey with the provinces (or changwat) as strata. The primary sampling units were blocks for municipal areas and were villages for non-municipal areas. The secondary sampling units were private households.
1) There were 76 changwats, each further divided into two parts according to the type of community: municipal areas, and non-municipal areas.
2) The sample selection of blocks/villages was performed separately and independently in each part by using probability proportional to the total number of households in that block or village.
3) Private households were the ultimate sampling units. Households in every sample block and village were listed to serve as the sampling frame. In each sample block/village a systematic sample of private households were selected with the following sample sizes :
(1) 15 households from each of sample blocks in municipal areas, and
(2) 10 households from each of sample villages in non-municipal areas.
Before selecting the households, the set of households was rearranged by size of household (identified by number of household members) and type of economic household. The total number of selected households for the whole year was 46,600 households.

An effort was made in 2004 to re-survey all 6,309 households that had been surveyed in rural areas in rounds 2 and 3 of the 2002 socioeconomic survey. This produced a panel of 5,755 rural households for which information is available for both years. This represents an annual attrition rate of 4.5%, which is relatively low. A comparison between panel households and those who dropped out of the panel found no appreciable differences in the relevant variables (in 2002), allaying concerns about attrition bias.

The dataset has been anonymized and is accessible to all for statistical and research purposes only, under the following terms and conditions:
1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement of the Thailand National Statistical Office (TNSO).
2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently. Any such discovery would immediately be reported to the TNSO.
4. No attempt will be made to produce links among datasets provided by the , or among data from the TNSO and other datasets that could identify individuals or organizations.
5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the TNSO will cite the source of data in accordance with the Citation Requirement provided with each dataset.
6. An electronic copy of all reports and publications based on the requested data will be sent to the TNSO.
The original collector of the data, the Thailand National Statistical Office, and the relevant funding agencies bear no responsibility for use of the data or for interpretations or inferences based upon such uses.
Use of the dataset must be acknowledged using a citation which would include:
