The 2006 Vietnam Household Living Standards Survey is the fifth round of VHLSS survey conducted by Vietnam General Statistics Office (GSO), previous surveys were conducted in 1992-1993 (VLSS), 1997-1998 (VLSS), 2002 (VHLSS) and 2004 (VHLSS).
Abstract
The General Director, the General Statistics Office (GSO), issued Decision Number 308/QD-TCTK dated 5nd April 2006 on Conducting the Vietnam Household Living Standards Survey in 2006 (VHLSS 2006) in order to collect necessary information for monitoring, supervising and evaluating the implementation of the “Comprehensive Strategy for Growth and Poverty Alleviation” approved by the Government Prime Minister. The survey was conducted nation-wide, involving a sample scale of 45,945 households (36,756 households for income survey, 9,189 households for income and expenditure survey) in 3,063 communes/wards, representative for whole country, 8 regions, urban/ rural area and provinces. Organizationally, the survey was conducted to collect information in 2 rounds, 2006 and by direct interviews with headed households and key commune officials.

- HOUSEHOLD: household characteristics, household listing, education, labour - employment, health and health care, income, consumption expenditure and consumption expenditure for living, housing, electricity, access to safe drinking water, sanitary and fixed assets, durable goods, income gap and inequality.

Sampling

Sampling Procedure
Survey sample was selected, based on the Population and Housing Census 1999. The sample size included 45,900 households representative of the whole country, urban and rural area and 64 provinces. Survey sample was divided into 2 types: 36,720 households would be surveyed on income and 9,180 households would be surveyed on income and expenditures. The survey sample was sub-divided into 2 minor samples for data collection in 2 stages: the first in May 2006 and the second in September 2006.

Data Collection Notes
Data collection period 1 (in May and June 2006): provinces finished the field work of 1450 Eas upon 3063 Eas in the total. In May and June period, provincial level mobilized about 1600 interviewers, nearly 600 team leaders and 300 provincial supervisors for the field work of the first period of the VHLSS in May 2006. Most of them were statistical officers in district and provincial level, except some provinces, due to the heavy workload of statistics offices (Agriculture census, establishments survey…), interviewers were hired outside local statistics offices.

Data entry and data cleaning programmes were designed and transferred to provincial level for entrying data and cleaning data. Up to now, completed questionnaires of 1st period were entried and cleaned through the checking and cleaning data programs, tabulating programmes were sent to provinces also for data tabulation testing of 1st period. Some key indicators in 1st period of province level were tabulated through this tabulation program.

Data collection period 2 (in September 2006): The same staff quantity with 1st period are mobilized in 64 provinces to conduct the field work of 2nd period. Before conducting the field work of this period, almost 64 provinces were conducted meeting with field workers to gain the experience in 1st period as well as remind the mistakes in the survey. Data of this period are checking and will be ready for data entry in provincial level.

Data Processing

Data Editing
Data editing took place at a number of stages throughout the processing, including:
a) Office editing and coding
b) During data entry
c) Structure checking and completeness
d) Secondary editing
e) Structural checking of Stata data files

Other Processing
Data were processed in clusters, with each cluster being processed as a complete unit through each stage of data processing. Each cluster goes through the following steps:
1) Questionnaire reception
2) Office editing and coding
3) Data entry
4) Structure and completeness checking
5) Verification entry
6) Comparison of verification data
7) Back up of raw data
8) Secondary editing
9) Edited data back up

After all clusters are processed, all data is concatenated together and then the following steps are completed for all data files:
10) Export to Stata in 52 files
11) Recoding of variables needed for analysis
12) Adding of sample weights
13) Calculation of wealth quintiles and merging into data
14) Structural checking of Stata files
15) Data quality tabulations
16) Production of analysis tabulations

Structure and completeness checking ensured that all questionnaires for the cluster had been entered.
100% verification of all variables was performed using independent verification, i.e. double entry of data, with separate comparison of data followed by modification of one or both datasets to correct keying errors by original operators who first keyed the files.

After completion of all processing in CSPro, all individual cluster files were backed up before concatenating data together using the CSPro file concatenate utility.
For tabulation and analysis Stata versions 8.0 were used for all tabulation and analysis programs.

After transferring all files to Stata, certain variables were recoded for use as background characteristics in the tabulation of the data, including grouping age, education, geographic areas as needed for analysis. In the process of recoding ages and dates some random imputation of dates (within calculated constraints) was performed to handle missing or "don't know" ages or dates. Additionally, a wealth (asset) index of household members was calculated using principal components analysis, based on household assets, and both the score and quintiles were included in the datasets for use in tabulations.
