    In accordance with Article 4 part (k) Niue Statistics Act 2009 to arrange the taking of a census of the population and households of Niue in 2006 and every 5th year for the Statistics Niue office undertook the Niue Population and Household Census 2011, from September 09 - 11. This was held following Cabinet's approval granted on June 7th 2011 (CM10 618) and in adherence of Article 11 (1) of the Niue Statistics Act 2009 that "a statistical survey shall be made only with the written approval of cabinet".

    The census moment was approved to be midnight connecting Saturday September 10 and Sunday 11 September 2011.

    Acquiring and recording the information of the population and households in Niue has been done since the arrival of the missionaries to Niue. Niue began conducting censuses in 1900, although undertaking census was unofficial. Censuses conducted from 1902 to 1945 were conducted under New Zealand law and also by using the Cook Islands 1961 Census Ordinance. This ordinance was later amended in 1978.

    Abstract

    The main aim and objectives of the census is to provide benchmark statistics and a comprehensive profile of the population and households of Niue at a given time. This information obtained from the census is very crucial and useful in providing evidence to decision making and policy formulation for the Government, Business Community, Local Communities or Village Councils, Non Government Organisations of Niue and The International Communities who have an interest in Niue and its people.

    Questionnaires

    The questionaire was published in English, a translated questionnaire was on hand when on demand by the respondent.

    The questionnaire design differed slightly from the design of previous census questionnaires. As usual, government departments were asked to submit a list of questions on any specific topic they would like to add. Responses were not forthcoming in this census, although a few new questions were included.

    There were two types of questionaires used in the census: the household questionaire and the individual questionnaire. An enumerator manual was prepared to assist the enumerators in their duties.

    The questionnaire was pre-tested by the enumerators before they were to go out for field enumeration.

    For the 2011 Population and Household Census there was a total of 2 supervisors to 17 enumerators. They were tasked to make regular checks with the enumerators about the progress of their work. A staff member from the Statistics New Zealand Census Team was able to join the Statistics Niue team as another supervisor/enumerator.

    Data Collection Notes

    The recruitment of Census Enumerators and other census workers were mainly of government employees from different government departments.
    The consideration of the Enumerator recruitment was based on:

    • Experience as enumerators of previous censuses project so the concept was not new to them,
    • basic knowledge of the content of the census for example the definitions
    • basic knowledge of their prescribed knowledge area of enumeration, the residents and land of use making easy for them to relate to the householders

    Training for Enumerators was held on the 5th of September 2011. The trainings were half-day sessions. The first session was held in the morning from 9.00am to 12.00pm, this group was the Northern side of the island. The second group consisted of the Southern side which started at 1.00pm to 4.00pm.

    For both training sessions, the enumerators concentrated on the concept and definitions used in the census. The enumerators also conducted mock interviews amongst themselves and completed sample copies of questionaires. This not only gave them the necessary practical experience in completing the questionaires but also served to highlight those aspects of the questionaires that were not fully understood by all the enumerators.

    The country was divided to 21 Enumeration Areas (EA) for the enumeration purposes. This division was based on the Population and Household Census 2006 and Agriculture Census 2009. The final updating of household lists was carried out by the enumerators themselves on the 7th of September and pre-census count of population and households was set for the weekend of 10th September 2011.

    The enumeration and filling of questionaires began on the 9th September and concluded on the 14th September 2011. This was sufficient time for enumerators to collect the data information as they were expected to work throughout the weekend and 3 to 4 hours in the evenings considering the appropriate time respondents of households returned home from their normal day activities.

    The enumerator was expected to take at least half an hour to complete the questionaires. No major problems were experienced with the enumeration and all households were covered during the given time.

    The tasks of the enumerators was made easy due to the fact that not only were they selected from the EA's they were familiar with but with less than 500 households in Niue most individuals knew each other.

    The interview was mostly done in English, however translation to Niuean was given where applicable.

    A Pilot Census was not conducted.

    Data processing

    Data Editing

    Census processing began as soon as questionaires were checked and coded. Forms were checked, edited and coded before being entered into the computer database.

    Data processing was assisted by the Secretariat of the Pacific Community (SPC) using the computer software program CSPro for data entry and for generating tables. Tables were then exported to Excel for analysis.

    Occupation and Industry were coded using the United Nations International Standard Classification of Occupation and International Standard Industrial Classification.

    It is standard practice that as each area was completed the forms were first checked by the field supervisors for missing information and obvious inconsistencies. Omissions and errors identified at this stage were corrected by the enumerators.

    The next stage was for the field supervisors to go through the completed forms again in the office to check in more detail for omissions and logical inconsistencies. Where they were found, the supervisors were responsible to take the necessary action.

    Once the questionnaires had been thoroughly checked and edited, they were then coded in preparation for data processing.

    Checking, editing and coding of the questionnaires in office were done after normal working hours as to ensure that the confidentiality of the survey is well observed.

    Access conditions

    Only anonymized dataset will be available for Public Use. Data will be made accessible to all for statistical and research purposes only, under the following terms and conditions:

    1. The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement of the National Statistics Office.
    2. The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
    3. No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently. Any such discovery would immediately be reported to the National Statistics Office.
    4. No attempt will be made to produce links among datasets provided by the National Statistics Office and other datasets that could identify individuals or organizations.
    5. Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the National Statistics Office will cite the source of data in accordance with the Citation Requirement provided with each dataset.
    6. An electronic copy of all reports and publications based on the requested data will be sent to the National Statistics Office.
    Citation requirements

    Use of the dataset must be acknowledged using a citation which would include:

    • the Identification of the Primary Investigator
    • the title of the survey (including country, acronym and year of implementation)
    • the survey reference number
    • the source and date of download
