Data Collection Notes
RESPONSIBILITIES OF ENUMERATOR AND TEAM LEADER
Based on instruction from Central Census Steering Committee, the province, city-level Steering Committee shall decide the number of enumerators, team leaders required for each suburban district and similar level based on number of census units, census norm for 01 enumerator taking into consideration topography, traffic, population density, distant area, minority ethnic area, mountainous area, island conditions...
Selection of enumerators, team leaders should be based on census area (hamlet, village) and focus on high school graduates, teachers, retired people, commune officers, chairman of hamlet (village) with fairly good education, thorough knowledge on rural issues, agriculture, aquaculture and passion in works. As for mountainous, minority ethnic, frontier, island, remote areas, border soldiers, commune's police can be mobilized as enumerators. As for ethnic area, interpreter and guide shall be mobilized in number conformed to regulations (guide cum interpreter) and requirement. 01 competent team leader selected from enumerators or commune's, village's head shall be mobilized for each census area.
The Enumerator's task is to directly visit census units for collection of required information to record in census form.
The team leader's task is to control and manage the census team in the commune and directly contact with local authority, coordinate with head of hamlet, village, farmers' association, hamlet's farther land front, women's association, etc, for propaganda of the census objectives, meaning as well as fix the census area, develop census plan. During information collection process in the area, the team leader shall assign tasks, control, instruct, examine the works of enumerators, and complete the census form and update periodical census result report to submit to the Commune's steering committee. Upon completion of census, the team leader shall collect results from, be responsible for quality of census forms and hand over the forms to Commune's Steering committee. Each team leader shall control, examine, check the works and summarize the census results of 4-6 enumerators.
TRAINING FOR MANAGEMENT OFFICERS AND ENUMERATORS
a) At central level:
Central Census Steering Committee:
- A National conference shall be organized for implementation of the Prime Minister's decision and announcement of Census plan for all members of Central Steering committee and standing team; Chairman, Vice Chairman and team leader of standing team under Census Steering committee of province, city under central government. Time: 1 day in Hanoi.
- Training courses shall be organized for Management board and leader of standing team under steering committee of province, city under central government in 4 locations. Time: 05 days for each course.
- Training courses on information collection, process for calculation centres, Statistics Departments of provinces, cities under Central government shall be organized.
b) In provinces, cities under central government:
Management board in provinces, cities under central government provides a 4-day training course for key personnel in the district-level steering committee and officers (1 day for practice in hamlet, village, 1 day for practice of sample and focal census)
c) At district level: The district level steering committee shall organize 3-day training courses for Steering committee of communes and enumerators, team leaders (01 day for practice).
d) Detailed training content and method at each level shall follow uniform procedure prepared Central Steering Committee (refer to training procedure).
PREPARATIONS AND IMPLEMENTATION OF CENSUS IN LOCAL AREAS
a) Preparation:
Census Steering committee of all level shall implement the following preparatory works:
- To carry out propaganda of plan and policy for Census implementation in local area by maximum use of mass media, namely: newspaper, radio, television, broadcasting system, poster, and slogan. Propaganda object are the local officers and households, units under census program.
- To prepare map, list of census units.
- To prepare frame, select form and get sufficient census forms prepared by Steering committee of provinces, cities under Central Government.
- To ensure smooth communication between concerned parties, special attention should be paid to remote areas, which face communication problems.
b) Information collection:
On the information collection date (July 1, 2006), the Commune's Steering committee shall gather enumerators and team leader at the commune's people's committee office with flags, slogan and speakers for propaganda purpose. After that, enumerators shall go to census locations for information collection.
As for information collection for form No.1/DTH, before visiting the household, the enumerator shall be provided with map and list of households to be visited. Together with hamlet's head, he will check information available for households. The households shall be informed in advance the date, time of the enumerator's visit and person to meet the enumerator. For the first households, the enumerators shall visit together with hamlet's officers and team leader. They will interview the householder and check the authenticity of information provided by the householder. Based on that, interview method shall be adjusted for subsequent households. Concerning unclear cases, the enumerators shall make necessary suggestion for the householder to check or explain the householder to fulfil the census form. The enumerator shall only record true and checked information in the form, especially information on hired land, transferred land, bidding land, mortgage land, land excess, income. Use of false information in the form is prohibited. Qualified enumerators with thorough knowledge of the local area or statistical, accounting officers shall be mobilized for other census units, namely commune, cooperatives, farms, entrepreneurs, etc.
VERIFICATION AND INSPECTION
Verification in combination with inspection shall be conducted in some areas for form no.1/DTH. Verification rate is 0.5% of rural households.
The purpose of verification in combination with inspection is to find out and correct the errors during census course, assess the reliability of collected information to set up basis for process and analysis of census results.
Verification and inspection content is to check some major norms recorded in form no 1/DTH. Each district (city, town) is one area for sample selection. The method for selection of household to be verified follows 3-level sample.
Verification, inspection method is to directly interview householder or representative of households mentioned in the selected form, in combination with observation of actual condition for recording into the verification form (refer to verification procedure).
