Agricultural Census [ag/census]
The 2006 Rural, Agircultural and Fishery Census is the third Census in Vietnam and it will be conducted every 5 years. The first Vietnam Rural, Agirculture and Fishery Census was conducted in 1994, the second was conducted in 2001.
The census is designed to collect basic information relating to the rural areas, agiculture and fishery with a view to formulate plans, policies and strategies for social-economic development for the whole country as well as for each locality.
The Census results are expected to serve as a basis for assessing of implementation of some items in national target programs in rural areas and agriculture.
The Census is also aimed at providing of information for international and regional comparison regarding rural and agricultural indicators.
The Census is conducted to establish a rural, agricultural and fishery database that may be used for thorough studies, to supply sampling frame for sample surveys, and verify, adjust some annual statistics on agriculture and fishery.

Supervision and examination of Census at local level shall be carried out by the local steering committee. Supervision team shall be members of the Steering committee, standing team of Province, district and local-level steering committees. Examination shall be conducted regularly throughout information collection and process period in local areas in order to avoid cursory performance of the works (Refer to supervision and examination procedure).
The team leader shall check all the census forms collected by enumerator in terms of content, calculation method, logic, arithmetic accuracy as well as compulsory administration procedures (signature, stamp). Checking method applied by the team leader is to update the form on a daily basis and all forms collected in one day shall be checked within that day to avoid accumulation of unchecked forms. Steering Committee of all levels shall examine the census work of all teams. Based on actual condition and situation of local areas, Steering committee of all levels shall conduct random check during information collection process in order to find out and provide solutions for troubles during census. To avoid formalism and troubles for census units, detailed plan consistent with Census content shall be prepared for examination work by steering committee of all levels (a separate procedure shall be prepared).
Checking content: checking of listing table, number and quality of forms, questioning and recording method of each enumerator, logic between columns, lines, norms, relation between table, arithmetic check, calculation units, code filling, signature, stamp, full name, census units, full name of enumerator, site examination in local area.
Checking method: cross check, higher level check lower level, regular and random check, focal check, general check before taking over
RESPONSIBILITIES OF ENUMERATOR AND TEAM LEADER
Based on instruction from Central Census Steering Committee, the province, city-level Steering Committee shall decide the number of enumerators, team leaders required for each suburban district and similar level based on number of census units, census norm for 01 enumerator taking into consideration topography, traffic, population density, distant area, minority ethnic area, mountainous area, island conditions...
Selection of enumerators, team leaders should be based on census area (hamlet, village) and focus on high school graduates, teachers, retired people, commune officers, chairman of hamlet (village) with fairly good education, thorough knowledge on rural issues, agriculture, aquaculture and passion in works. As for mountainous, minority ethnic, frontier, island, remote areas, border soldiers, commune's police can be mobilized as enumerators. As for ethnic area, interpreter and guide shall be mobilized in number conformed to regulations (guide cum interpreter) and requirement. 01 competent team leader selected from enumerators or commune's, village's head shall be mobilized for each census area.
The Enumerator's task is to directly visit census units for collection of required information to record in census form.
The team leader's task is to control and manage the census team in the commune and directly contact with local authority, coordinate with head of hamlet, village, farmers' association, hamlet's farther land front, women's association, etc, for propaganda of the census objectives, meaning as well as fix the census area, develop census plan. During information collection process in the area, the team leader shall assign tasks, control, instruct, examine the works of enumerators, and complete the census form and update periodical census result report to submit to the Commune's steering committee. Upon completion of census, the team leader shall collect results from, be responsible for quality of census forms and hand over the forms to Commune's Steering committee. Each team leader shall control, examine, check the works and summarize the census results of 4-6 enumerators.
TRAINING FOR MANAGEMENT OFFICERS AND ENUMERATORS

Management board in provinces, cities under central government provides a 4-day training course for key personnel in the district-level steering committee and officers (1 day for practice in hamlet, village, 1 day for practice of sample and focal census)
c) At district level: The district level steering committee shall organize 3-day training courses for Steering committee of communes and enumerators, team leaders (01 day for practice).
d) Detailed training content and method at each level shall follow uniform procedure prepared Central Steering Committee (refer to training procedure).
PREPARATIONS AND IMPLEMENTATION OF CENSUS IN LOCAL AREAS

b) Information collection:
On the information collection date (July 1, 2006), the Commune's Steering committee shall gather enumerators and team leader at the commune's people's committee office with flags, slogan and speakers for propaganda purpose. After that, enumerators shall go to census locations for information collection.
As for information collection for form No.1/DTH, before visiting the household, the enumerator shall be provided with map and list of households to be visited. Together with hamlet's head, he will check information available for households. The households shall be informed in advance the date, time of the enumerator's visit and person to meet the enumerator. For the first households, the enumerators shall visit together with hamlet's officers and team leader. They will interview the householder and check the authenticity of information provided by the householder. Based on that, interview method shall be adjusted for subsequent households. Concerning unclear cases, the enumerators shall make necessary suggestion for the householder to check or explain the householder to fulfil the census form. The enumerator shall only record true and checked information in the form, especially information on hired land, transferred land, bidding land, mortgage land, land excess, income. Use of false information in the form is prohibited. Qualified enumerators with thorough knowledge of the local area or statistical, accounting officers shall be mobilized for other census units, namely commune, cooperatives, farms, entrepreneurs, etc.
VERIFICATION AND INSPECTION
Verification in combination with inspection shall be conducted in some areas for form no.1/DTH. Verification rate is 0.5% of rural households.
The purpose of verification in combination with inspection is to find out and correct the errors during census course, assess the reliability of collected information to set up basis for process and analysis of census results.
Verification and inspection content is to check some major norms recorded in form no 1/DTH. Each district (city, town) is one area for sample selection. The method for selection of household to be verified follows 3-level sample.
Verification, inspection method is to directly interview householder or representative of households mentioned in the selected form, in combination with observation of actual condition for recording into the verification form (refer to verification procedure).
DATA PROCESSING:
The Central Steering Committee requests the Statistical Information Centre to organize, control and implement processing of Census data using uniform plan and software. The Statistical Information Centre shall prepare cost estimate for data processing, development of software to be applied in the whole country, training, organization of communication system, technical trouble shooting, data processing at each level in conformity with requirement and schedule set by Central Steering committee (refer to Data processing procedure).
