    Abstract

    The National Consumer Survey (NCS) was carried out and intended to highlight and monitor the living conditions of the Nigerian society. The National Bureau of Statistics had the major responsibility of conducting the survey. The data collection for the survey started towards the end of August 1995 and lasted until the end of November 1995.The objectives of the NCS were:

    1. To monitor the effects that the policies of the government and various donor contribution have on the well-being of the Nigerian population. It gave the various users a system of social indicators against which to monitor development.
    2. To serve as a national baseline to which survey coverage e.g. vulnerable groups, special items or geographical areas could be compared.
    3. To give rapid, reliable information on key social indicators.
    4. To establish a very flexible and cost-effective data collection system

    Sampling

    Sampling Procedure

    The NCS1 covered all the nine provinces of Nigeria, both rural and urban areas on a sample basis. The sampling frame consisted of 4,193 Census Supervisory Areas (CSA) and 12,999 Standard Enumeration Areas (SEA). It was obtained from the 1990 Census of Population and Housing. The computer package Quattro Pro was used to sort the data by rural/urban, by centrality and by low cost, medium cost and high cost to form strata. Overall the frame gave information on the population size of each SEA throughout the country, the number of households, information about rural/urban, centrality as described in Appendix II, stratum number, and the number of SEAs to be selected from each stratum. A sample of 610 SEA's was selected. Only one SEA was selected from each CSA (262 SEA's were selected from the urban stratum and 348 from the rural stratum).
