Labor Force Survey [hh/lfs]
Sri Lanka Labour Force Survey (LFS) was designed to measure the levels and trends of employment, unemployment and labour force in Sri Lanka.
Since 1990, the survey is being conducted quarterly. 1994 is the fifth successive year in which the survey has been repeated. Up to 1994, twenty quarters have been completed at the rate of four surveys per year. The Quartely sample size is 2000 housing units through which national estimates ( excluding Nothern and Eastern provinces) are usually computed.
A nationally representative sample of about 10,000 housing units have been covered in this survey.
Amongst other figures, Provincial level estimates are taken from the Annual LFS 1994 data file which is a combination of all the four quarterly files processed for the year 1994
The employment/unemployment data are required at very short intervals to monitor the program made in the employment generating policies of the government. To satisfy this need, Sri Lanka Labour Force Survey was designed as a quarterly basis survey to measure the levels and trends of employment, unemployment and labour force in Sri Lanka. Thus the survey is repeated four times each year since the first quarter of 1990.

- To determine unemployment rates by level of education and by age group
- To study the informal sector employment.
- To determine the underemployment rates by sector and by major industries

Inmates of institutions, military camps, and lodgings have not been surveyed. Households with more than 5 lodgers and boarders were also excluded from the survey.

Sampling
The Survey is conducted quarterly to produce estimates of employment, unemployment, labour force participation and basic demographic characteristics. The scope of coverage includes all households in Sri Lanka.
A stratified two-stage probability sample design is used with census blocks as primary sample units (PSUs) and housing units as secondary and final sampling units (SSUs). There are three levels of stratifications which increase the efficiency of the sample design. The first level consists of the 19 domains for which separate annual estimates are calculated - the greater Colombo area plus nine provinces each divided into urban and rural sectors.
The total annual sample size is 10,080 housing units, distributed as 252 blocks (PSUs) per each quarter and 10 housing units (SSUs) per block. The allocation to the domain aims at ensuring approximately equal levels of reliability from domain to domain.
Thousand and eight (1008) blocks were selected with probability proportional to size from the 1981 Census list of approximately 70,000 census blocks. A listing operation was conducted in each selected block to provide a frame for the second stage of selection. The selection of housing units within blocks was systematic with random start.
The survey covered all parts of the Island excluding the Northern and the Eastern provinces

Current survey concepts and methods are very similar to those introduced at the beginning of the
survey in 1990. However, some changes have been made over the years to improve the accuracy and

Data are collected quarterly during a similar time period (eg every third week of the quarter) in each quarter through a scientifically selected sample designed to represent the non-institutional household population. About 2500 households are visited each quarter. Respondents are interviewed to obtain information about each member of the household whose age is 10 years or over.
The inquiry relates to the previous calendar week of the interview to obtain "current" information, and to the previous 12 calendar months to obtain "usual" activity information.

The following rules apply to micro data released by the Department of Census and Statistics.
• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to
the terms stipulated in the agreement form.
• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG, DCS. DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.
• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.
• If the data request is from a student a letter from the respective Dept. Head/Dean/Supervisor, recommending the issue of data, should also be accompanied.
• If the request is approved only 25% of the data file is released at the first stage. The release of the total data file is considered only after reviewing the draft report prepared on the basis of the 25% sample data file.
• The released Data file should be used only for the specific study/Analysis mentioned in the agreement form and shall not be used for any other purpose without the prior approval of the Director General of the DCS. Moreover, Copies of the micro-data file, obtained from the DCS, shall not be given to anyone else without the prior written approval of the Director General of the DCS.
• The draft report of the Study/Analysis should be submitted to the DCS and the concurrence of the DG, DCS, should be obtained before publishing it. Once published, a copy of the final report should be submitted to the DCS.
