If no name of the village / villages which are not listed on the ST2003-DESA, rural / urban as long as they remain minced no legal basis. The legal basis is meant here is SK Minister / Governor SK / SK minister for UPT / SK SPT and Minister for PMT. If there are changes to the village code / urban ask your supervisor.
