Ask if when this institution/organization provides loans, there are pre-
specified purposes or not. For example, lending with the pre-specified purpose of
developing livestock, changing residence,… In the case that this institution/organization
lends without pre-specified purposes, and commune/ward residents almost all use for the
same purpose, then it should not be counted as lending with pre-specified purpose. The
important thing is whether the purpose of the loan is specified in advance or not.
