Priority Survey (hh/ps]
The Priority Survey 1991 was the first of its kind to be undertaken in Zambia. The Priority Survey had been taken annually until 1995. The 1991 Priority Survey served as a basis on which to compare changes over time.
The purpose of this survey is to provide the Zambian government and other policymakers and planners with the necessary socio-economic data which will be used to assess the impact of structural adjustment policies and the well-being of the people. This survey will provide a basis on which to:

The survey was conducted on a nation-wide sample basis and covered both rural and urban areas of all the nine provinces in the country. Within this framework, the eligible household population consisted of all civilion households. Excluded from the survey were, military establishments, institutional population in (hospitals, boarding schools, prisons, hotels, refugee camps, orphanages, etc) and diplomats accredited to Zambia in embassies and high commissions.
However, private households living around these institutions were enumerated such as teachers whose houses are on school premises, doctors and other workers living on or around hospital premises.
It should be noted that during the listing stage, the instititionalized households or persons were not listed at all but the buildings they lived in were listed for the purposes of taking stock of the total number of buildings in the SEAs.

A three - stage stratified household random sample design was used for the survey. The first stage constituted primary sampling units (PSUs) which were Census Supervising Areas CSAs), delineated for the 1990 Census of Population and Housing and Agriculture. Standard Enumeration Areas (SEAs) were second-stage sampling units, while households formed third-stage sampling units.
Sampling frame consisted of 4,144 CSAs and 12,999 SEAs.
One questionnaire was used during the priority survey and this information was collected at both household level and individual level. Some sections were pertaining to all individuals, some to individuals aged 5 years and above, some to individuals age 7 years and above and some were pertaining to children below 5 years of age.

Preparations for the priority survey field operations began with a user-producer seminar on the draft questionnaire in March, 1991 at the Mulungushi International Conference Centre. Thereafter, in April 1991, pretesting of the PS questionnaire was conducted in the rural parts of Lusaka province.
The second user-producer seminar took place in June, 1991 in Siavonga. It was aimed at improving the survey instruments further, taking into account the pre-test experiences. The seminar was followed by finalisation of the survey instruments, development of data entry and editing programs.
The training of master trainers, and Supervisors for the pilot survey took place in July, 1991.
After the pilot survey, the questionnaire, listing form, and enumerators manuals were further refined and a supervisors manual written in readiness for the main survey. Data from the pilot survey was not analysed because of time constraints and lack of computers at the time. However, the data from the pilot survey were used to update and test the data entry and editing computer programs that were used in the main survey. The main survey followed the pilot, in October and November, 1991.
There were a total of 9 Trainers (one for each province). The trainers also supervised the whole field operation in their respective provinces. Trainers were professional staff from the CSO headquarters.
The Provincial Statistical Officers assisted trainers in training, coordinating field work, and ensuring the successful execution of the survey in their respective provinces. Being provincial heads, they were also given the task of organising the administrative aspects of the survey such as arranging for transport, fuel, and so on.
