    Series Information

    Romanian Household Budget Survey (HBS) is a multi-purpose nationally representative survey implemented by the National Institute of Statistics. The survey was first administered in April 1994 as Integrated Household Survey (IHS), and continued since. In 2001, IHS was replaced with Romanian Household Budget Survey.

    Abstract

    The Household Budget Survey (HBS) is designed based on the European recommendations and standards. The HBS methodology differs from the one used in the Household Integrated Survey. The HBS is a continuous, quarterly survey.The survey collects information on household composition, income, expenditure, consumption and other aspects of population living standards.

    The collected information also allows:

    • To identify the households and persons with problems with a view to elaborate adequate programs for social protection;
    • To analyze the impact of the application of different programs in social area, of the economic effects of the transition period and generally the entire socio-economic situation of the population;
    • To evaluate the overall consumption of the population;
    • To measure the poverty and the social exclusion.

    The aim of the survey is to provide high quality information in order to explore the possibilities and the ways to improve the living standards in Romania.

    The scope of the survey includes:

    • demographic characteristics of household members;
    • activity, salaried activities;
    • self-employment;
    • income and expenditure;
    • recipients of pensions, allowances and other social assistance benefits;
    • information on housing unit;
    • ownership of farm machinery and durables (capital assets);
    • livestock;
    • persons outside the household and household members eating in the household (weddings, baptisms, visits, events, etc.);
    • eating out;
    • agricultural foods balance sheet;
    • non-food purchases;
    • payment for services;
    • income and other cash inflow - balance sheet;
    • expenditure and other cash outflows - balance sheet;
    • hard currency inflows and outflows in the reference month;
    • hard currency savings;
    • holidays, travel, pleasure trips;
    • health.
