In 1975, following a request from the Ministry of Industry, a unit was created within that Ministry to respond to its specific statistical needs, especially data for the monitoring of individual establishments. Data collection was done through the Quarterly survey of employment in the Export Processing Zone (EPZ) sector and enterprises having a Pioneer Status certificate (PSE). The first Economic and Social Indicator on EPZ and PSE sectors was published in 1985. Following the repeal of various industrial enactments in the Finance Act 2006, all industrial certificates including the export certificate (EPZ) lapsed on 1 October 2006. To have consistent data series on enterprises involved in manufacturing activities for export, in addition to enterprises formerly holding an EPZ certificate, enterprises manufacturing goods for export and holding a registration certificate issued by the Board of Investment as from 1 October 2006 are also being surveyed. These manufacturing enterprises are now classified as 'Export Oriented Enterprises (EOE)'. A survey of employment is carried out among the EOE on a quarterly basis and aims at providing up-to-date data on the evolution of the workforce in enterprises involved in manufacturing activities for export by industrial sub-group.
The EOE survey aims at providing up-to-date data on the evolution of the workforce in enterprises involved in manufacturing activities for export by industrial sub-group. The survey also provides data with respect to the number of enterprises, their turnover and investment.

The questionnaire is sent to establishments in the second week after the reference quarter. Respondent is given about 3 weeks to respond. The response rate as at that date is around 50 %. A reminder is then sent to all establishments which have not responded. Respondent is once again given about 3 weeks to respond, after which phone calls are made. At the end of the survey, the response rate is > 75 %.
The questionnaire is developed in English. The questionnaire for EOE is a structured questionnaire mainly based on the requirement of the Ministry of Industry. The main topics in the questionnaire are (i) employment Mauritian, expatriate, out workers(ii) turnover (iii) exports (iv) investment.

One Statistician is responsible to monitor/coordinate the work of the Senior Statistical Officer (SSO). The SSO makes consistency checks and validates the data.
A covering letter is sent along with the questionnaire. Three Statistical Officers of Statistics Mauritius (Industry Statistics Unit) are responsible for the data capture, questionnaire editing as well as phone queries.
On reception of the filled questionnaire, figures are compared with those of the previous quarter and any discrepancy noted are queried through phone calls. Once the figures have been confirmed, the data is further processed.
Consistency checks are made with data on employment (Survey of Employment & Earnings) from the Labour Unit of Statistics Mauritius.
