| Abstract | In January 2003, newly-elected Kenyan President Mwai Kibaki announced the abolition of all school fees in government primary schools, fulfilling a campaign pledge of his National Rainbow Coalition. This new “Free Primary Education” (FPE) policy was heralded by international donors as a major step toward the Millenium Development Goal of universal primary education; over the subsequent five years the World Bank and the British Department for International Development contributed nearly $200 million to pay for the policy. |
