Abstract | The term 'informal sector' gained international acceptance after the International Labour Organization (ILO) undertook a comprehensive employment mission to Kenya in 1972. The Missions found, amongst other things, that the central employment problem in Kenya was the existence of large number of 'working poor' whose activities were not recognized, recorded, protected or regulated by public authorities. These people were said to belong to the 'informal sector', which has now come to be recognised not only as an important employment-generating sector but also as an important source of production and income (Hussmanns and Mehran 1989). |
