The Terms of Reference (TOR) of the National Commission for Enterprises in the Unorganised Sector (NCEUS), inter alia, includes: (i) an identification of the
constraints faced by small enterprises in the freedom to carry out the enterprise, access to raw materials, finance, skills, entrepreneurship development,
infrastructure, technology and markets and the suggestion of measures to provide institutional support and linkages to facilitate easy access to them, (ii) the creation of innovative financial instruments to promote the growth of the sector, and (iii) the suggestionof modalities for the institution of the National Fund to provide technical, marketing and credit support to these enterprises.
