Abstract
The purpose of the paper is to discuss the status of Uganda’s national experiences in tackling the daunting challenges of implementing the Millennium Development Goal two (MDG 2) of the United Nations Organization (UN). The country has made progress on the national objectives, targets, strategies, inputs, and expected outputs and outcomes, and impacts on the ground. The main objective is to: assess the implementation status of the MDG 2 in Uganda with specific references to (1) facilitation, (2) achievements so far made, (3) the challenges being encountered in realizing the MDG 2 in Uganda’s context, and (4) the recommendable strategies for realizing the MDG fully by 2015 in the country. In this review we collated published evidence on the performance of Uganda in implementing the MDG 2 since its inception in 1997 in the county. Information was accessed using internet search engines and libraries. Other information was obtained using English language documents. All documents that were obtained in the review process were used to broaden the primary information sources. Initially additional information was sought from data bases of the national, regional, and international agencies. Results indicate that the Universal Primary Education (UPE) was initiated by the government of Uganda with the aim of increasing access to quality primary education. The government committed itself to pay school fees, provide textbooks and other instructional materials for pupils and teachers, and to meet the costs of co-curricular activities, school administration and maintenance. Uganda is progressing very well and it might achieve the MDG 2 target of 100% by 2015. But it must curb population growth, boost agriculture, and put more resources for more coverage and more quality services.
