Abstract
Competence assessments have been gaining importance increasingly throughout the recent years. Along with the important growth came various competence assessment instruments that try to address different target groups and have slightly different goals. One of these instruments is the German competence assessment instrument ProfilPASS. The ProfilPASS is a biographical instrument that is built around self-assessment supported by a strong counselling process. This thesis analyses how the ProfilPASS, which was originally developed for the German market, is being implemented in Bosnia and Herzegovina. The implementation is not a straightforward process and faces many challenges when fitting the instrument to the local conditions. For instance, the expert interviews, performed as part of this thesis, have shown that site-related factors like political and social situation have to be taken into account. The whole concept of competence assessment still requires a lot of lobbying in order to get secure from the decision makers (politicians, project managers). Additionally, the public awareness of the recognition of informally acquired competences has to be increased. Furthermore, it has been shown that it is necessary to adapt the counselling process and the philosophy of ProfilPASS to Bosnia and Herzegovina’s culture, mentality and situation. The instrument itself needs to be changed according to culture-related elements. The culturerelated differences are particularly visible in the examples included in ProfilPASS. The analysis in this thesis does not only contribute to a better understanding of ProfilPASS transition from Germany to Bosnia and Herzegovina, but can also serve as a valuable source of information when applying any instrument to any country.
