Abstract
This paper describes an approach undertaken by Education Wave (davalgaa.mn), a Mongolian nongovernmental
organization (NGO), to investigate how parents and teachers of preschool children can
become engaged in using and adapting open educational resources (OER). The project involved
designing, localizing and implementing OER for the purpose of improving parents’ and teachers’
knowledge and abilities to work with preschool children. The aim of this iterative multi-phased research
project was to study the practice impacts on parents, preschool and primary school teachers when they
used, adapted and localized early childhood OER learning materials for the Mongolian context. The
outcome of the first phase was capacity building using an appropriate design approach for developing and
localizing OER preschool materials for free use by parents, teachers and schools.
