Kigali has embarked on rapid urbanization and modernization process. A growing number of its
inhabitants, mushroom residential and business buildings, infrastructural development and a clean
city are indicators of that dynamic among others. The housing issue, particularly for the lower and
medium classes, remains however a challenge which continues to impact on their living condition
but also on sustainable urban planning. This paper critically analyses that issue from land and
housing affordability perspective. It proposes a viable framework to create a sustainable and
inclusive city.
