Abstract
This is the thesis of hopes and dreams of powerlessness, voicelessnes and vulnerable
shelter less people, and knocks the door of governance authorities for justice. Housing is a
basic and fundamental human need, its a human nature that he always has a dream and desire
that he should have his own house which is great sense of pride and security for him, at
present era where the poverty is a big issue in the Pakistan, at where the people most of the
part of their salary spent on housing.
Since the birth of Pakistan 1947, Government has been spending a lot of resources,
assets, time and energies to provide the housing to shelterless people, but the output of that
projects remained totally failed. In comparison of private sector even the government scheme
was very low price; another hand private sector has been providing high price housing and
gets success. The reason behind is that the financial constraint or other technical problem are
not a basic cause of the failures of public housing. The basic problem is due to disruption in
administrative and political institution which narrates to the lack of accountability,
transparency, responsiveness, participation, openness and the rule of law for the provision of
sustainable housing.
In this dissertation my true intention is to draw the remedies to overcome these
problems by exercising good governance, which acknowledge the prudent planning,
managing, implementing and monitoring of sustainable public housing development.
The aim ofthis dissertation is, to examine political and administrative weaknesses regarding
the provision of sustainable public housing development, to examine the degree of good
governance and role of the government for the provision of sustainable public housing
development and, to examine constraints and opportunities in the provision of sustainable
public housing development.
The study has been carried out by qualitative method. Primary Data has been carried
out by consultation and interviews with the district government officials, administrator,
politicians, leading planning organizations and professionals. Secondary data has been
conducted by review of journals, articles, and statistical data reports, newspapers, books,
literature, Internet and other published material of government agencies. Data has been
analyzed in juxtaposition of objectives and in the light of results from the data collection and
observation. On the basis of analysis some measures has been recommended to make
dynamic vibrant institutions, which ensure the participatory, consensus orientation, strategic
vision, effectiveness and effciency, transparency and rule of law in administrative and
political institution.
In conclusion research explored that this is the matter of fact that without exercising
and pledge of good governance in institution successful result and satisfactory efficiency and
performance may not be achieved. In Pakistan the external environment ofthe institutions is
not as bad as internal environment. The main thing is realization, boost up with the proper
system, check and balance, and awareness by education of good governance and sustainable
development. It's true that at present the cost of the poor governance system is debt of last
generation and we should try our best that our coming generation may free from this debt and
burden, as we plan our present on the basis of past and future on the basis ofpresent
