Abstract
Problem statement The collapse of previous Soviet system faced healthcare to shortage in budget and was not able to cover all expends. Physician’s salary was not sufficient, by then, number of medical staff and medical buildings remained in numerous as it was. Within situation, using of payment was emerging in healthcare system. Moreover, the quality of healthcare service was not sufficient. Thus, might be interesting to study “Why payment in healthcare sector became emerged, and who pays for it?” Objectives The study will move toward two objectives: 1. The working process for first objective is to review previous studies ent, declining of income in healthcare service, transition period, impact in Kazakhstan, government policies for generalize payment regarding paym globalization system, and determine indicators influencing to use of payment in healthcare sector by 1999 year. 2. Using the Kazakhstan Demographic and Health Survey 1999 the study aims to explore demographic, socio-economic, and illness treatment factors influencing to use of payment for healthcare. A bivariate and binary logistic regression will be used to analyze the relationship of issues. A model of the study formulated in order to conceptualize the relationship of independent variables such as place of residence, occupation, education, age, type of healthcare services to dependent that is “payment for healthcare service”. Results The results of the study identify: - In the transition period, due to the economic crisis, even public healthcare services require informal payments for services that should be free. - Urban residents much more likely to pay for healthcare then rural residents; - Payment procedure occurs b u eca se of obtaining more quality care
