Abstract
The technical cooperation between Brazil and other developing countries has grown considerably in
recent years, particularly with Latin America, Africa, and East Timor. In a recent dissertation on relations
of power concerning language policies in the Community of Portuguese Language Countries (CPLP)
aiming at empowering Portuguese, homogeneity was identified as an effort to downplay the speech of
heterogeneity in the organization. The objective of this paper is to analyze technical cooperation projects
offered by Brazil to CPLP countries in Education to observe whether this effect of homogeneity is also
present in those policies, thus favoring, the Brazilian Portuguese language and a Brazilian stance on
Education, and consequently of culture. After analyzing various sources, it could be concluded that despite
reliance on a discourse of solidarity, the Brazilian cooperation is still far from being between two or more
parties, focusing essentially on “transferring” expertise.
