This paper provides a summary of the health sector and health financing challenges facing Liberia. It
aims to inform the process of developing a health financing policy and strategic plan (HFP&SP;).
Together with two pre-feasibility papers on social health insurance and community health insurance
and the draft HFP&SP;, it will feed into a stakeholder meeting and finalisation of the policy and plan in
February 2011.
The paper is based on secondary data and studies, site visits and interviews with key stakeholders,
conducted over October to December 2010.
