Abstract
Most of the projected increase in global population will take place in third world countries
that already suffer from water, food, and health problems. As a vital agricultural resource, irrigation
water is important for the productivity of a society and the livelihood of its members. With a common
belief in the important role of irrigation in agricultural development, many developing Asian countries
have promoted irrigation development over recent decades. These efforts have sought to achieve such
broad objectives as economic growth, rural and agricultural development, food security, and protection
against adverse drought conditions, with all of these goals expected to contribute to improved social
outcomes. Through these benefits, irrigation water is linked to poverty alleviation, both directly and
indirectly. This study examines agricultural intensification through the practice of irrigation as a
strategy for poverty reduction. In addition, this study aims to empower water users with information
on agricultural wastewater.
