Abstract
Currently, the management of a city covers fields of expertise of a wide range. Policy makers
therefore need tools to ensure the coordination of these different actors. This, especially as
new standards, (environment and sustainable development) was added. That means new and
binding rules which make it more difficult decision. On this finding, geographic information
systems (GIS) reveal a potent tool for urban management. Combination of the computer tool,
Digital Cartography, with 3D representation, GIS provide ways to manage heavy
administrations, to make wise choices and to share information in real time.
Our work aims to exploit new technologies of information and communication (NTIC) inputs
to offer in Fez, an urban geographic information system. This is to better manage its urban
fabric, to protect its heritage, and plan for its future development. The system will also serve
as information platform for citizens on various topics related to the city.
This paper will explaining the Concept and Preparation of Geospatial Database of the City by
GIS/RS Method using High Resolution Satellite images and updating of missing details by
GPS. The application will be a computer based information system which attempts to capture,
store, manipulate, analyze and display spatial and tabular attribute data, for solving research,
planning and management problems. The system will also serve as information platform for
administration and citizens on various topics related to the city.
The opportunity and feasibility study, related to this work, shown that partners have
convinced the well founded and the need to establish such a system. The GIS based on a
Conceptual Data Model (CDM) already implemented and interfaced with a database
management system. The Geodatabase comprises harmonised data and ready for use by
different actors (ADER, Urban Agency of Fez, RADEEF, etc.), in a common system. The
development of the system is still underway, with particular attention devoted to the concept
of 3D city and urban modelling. We envisage the deployment of Internet-based GIS, with a
specific interface for potential operators (Actors in urban management), and another for the
general public for information dissemination.
