Abstract
—Rural Internet connectivity projects aimed
at bridging the digital divide have sprouted up across
many developing countries. After the initial deployment,
economic sustainability remains one of the greatest
challenges facing these projects. This paper presents the
design and initial implementation of an Internet Cost
Management System that will enable the exploration of
suitable pricing models to generate revenue to make the
infrastructure economically sustainable. An important
goal of the exploration is the establishment of what
would be regarded as equitable cost sharing in rural,
marginalized communities in South Africa, such as the
community in Dwesa on the Wild Coast.
