points in Khorgam with a volume size of 250 families for which 150
questionnaires were filled through Cochran's sample size formula.
Results and analysis of tests in SPSS software show that in the studied
region, rural ICT is positively effective on social, economic and
environmental aspects. However, IT was more effective on social and
typically service aspects of the region due to corresponding factors need
and accessibility. In fact, development of such a technology is a
solution for villagers’ life improvement and progress. This technology
will reach complete effectiveness at all aspects when IT is planned and
executed in local levels relative to local equipment, cultural approaches
