Abstract
The authors, listed in alphabetical order, are respectively with the Agricultural Development Economics
Division (ESA) of the Food and Agricultural Organization (FAO), the Ministry of Livestock and Fisheries
Development of Tanzania, and with the Development Research Group (DECRG) of the World Bank.
