Abstract
The paper first reviews the history of Open and Distance Learning (ODL)
Institutions in Nigeria and the gap between the supply and demand for
educational services using the secondary data from the Joint Admissions
Matriculation Board Nigeria. It shows the role of ODL as an effective gap - filler
and proposes the strategies for capacity building and management from the
supply side for educational services. The inadequacy of infrastructural facilities
are discussed and it is argued that ODL institutions should make do with current
level of infrastructural facilities, at the same time ensure equilibrium between the
available human and material resources and the carrying capacity in the various
ODL institutions in Nigeria.
