This paper analyzes the situation of the Ecuadorian labor market, with special emphasis on the
group composed of those workers in the public sector. For this analysis, information was taken
from the Ministry of Finance through the General State Budget and its allocation to the different
sectors of the Ecuadorian economy. Likewise, information was obtained from the Central Bank
of Ecuador through the Public Non-Financial System and its respective amounts executed during
the period analyzed (2007-2016), and finally information from the National Statistics and Census
Institute, reflected in the National Survey of Employment, Unemployment and
Underemployment - ENEMDU where the number of workers in the public sector is known, their
level of education, access to training, work climate, among others. The analysis of the
information as a whole allowed us to know the behavior of the Ecuadorian labor market in the
public sector and how it has grown or contracted according to the different budgetary
allocations that have been given to each sector of the economy according to the Economic cycle
in which the country is located.
