Abstract
Oil international market is one of the main sectors of the financial development of the
world due to its great power capacity for the industry after the World War II. Ecuador
hasn’t been an exception and it considers the oiling industry one of its strategic sectors,
which, other than supplying for its productive system, injects monetary funds into the
General Budget of the State, which has allowed it to receive enough resources as to try
and change the productive infrastructure. However, despite these attempts, Ecuador has
shown to be dependent of the behavior of the external sector, suffering great impacts
wherefore. These troubles have determined the direction of the Fiscal Policy, even in
the current stage, in which the country should have received greater benefits historically
produced by the oiling activity, stage considered as the Second Oil Boom. The analysis
of the main instrument of the Fiscal Policy has actually shown the effects that the volatility
of the international market oil pricing has on the Ecuadorian economy, to which
alternatives shall be outlined in order to counteract these effects.
