Abstract
This study is aimed to identify the implementation and the roles of public
relations in the discussion of social insurance program for worker at the office of
BPJS Employment section located in Gunung Kidul Yogyakarta, the media used in
the discussion, and the obstacle along with the efforts to handle it.
This study is a qualitative descriptive. The information providers in this
study are the Head of BPJS Employment section, the Marketing Department, and
staff of the office. The data were collected through observation, interview, and
documentation. The data were analyzed using interactive analysis which
encompassed: data reduction, data presentation, and conclusion withdrawal. The
validity of the data was acquired through triangulation technique.
The result of the study shows that the implementation and the roles of
public relations in the discussion of social insurance program for worker at the
office of BPJS Employment section located in Gunungkidul Yogyakarta are: 1) the
information were well distributed to the public directly and indirectly, 2) the roles
of public relations division in the counseling program were realized through
services and extension, 3) the role of public relations in improving the
communication was realized through building a rapport with internal and
external staff of the company, 4) the role of public relations in maintaining
relation was done through building partnerships with press, stakeholder, and
other institute, 5) the role of public relations in developing the company’s image
was done through dissemination program, advertisement, and presentation, 6) the
obstacles met in the discussion program were: 1) partition between the company
and the worker, 2) the constraint of human resource, and 3) culture boundary.
The efforts to face the obstacles were: 1) the effort of partition between the
company and the worker are is insists on the priority scale, 2) the effort of
constraint the human resource are is prioritizing the main target, and 3) the effort
of culture boundary are is involving the society’s prominent figure in the
discussion.
