Abstract
This paper uses Russia’s 1981-82 maternity benefit expansion to estimate the long-run effects of maternity leave on health and other outcomes. The program was rolled out in stages and has extended both partially paid and unpaid leave for the vast majority of women. Using 2000-2014 Russian Longitudinal Monitoring Survey data and a difference-in-difference framework I do not find that the children born after the benefit rollout have fewer health issues or report being healthier when they are 25 years or older. However, there is evidence that those born after the reform are less likely to have chronic gastro intestinal diseases, which could be due to better nutrition and breastfeeding duration in the first year of life.
