Abstract
This paper estimates a Roy sector choice model in order to evaluate the
effectiveness of a range of counterfactual public sector wage policies on the
attraction of human capital to the Colombian public sector. Using administrative
data of recipients of Colfuturo loans for graduate study abroad, I find that wage
increases in the public sector are more effective in attracting individuals with
graduate degrees than individuals before their graduate studies. These results
inform recommendations for the design of human capital policies for the
Colombian state.
