Abstract
This paper analyses rights and access of migrants to the social protection system in
Vietnam. In particular, it focuses on rural-urban migrants, which account for a large
proportion of domestic migrants in Vietnam, and their rights and access to the social
protection schemes. This paper shows that inadequate policies and lack of institutional
arrangements in providing social protection for rural-urban migrants are pushing them
out of the system, and making them more vulnerable and marginalised. The paper also
points out that the key ‘bottle necks’ of access to social protection services for rural-urban
migrants include their legal status at receiving areas, and inappropriate regulations in
social protection schemes.
