Abstract
This study investigates the current state and role of Non-Formal Education (NFE)
policy and institutional arrangements in guiding and managing the establishment and
provision of Non-Formal Secondary Education (NFSE)1
in Tanzania. As the chapter’s
block-quotation above illustrates, the management of any educational institution and its
programmes depend on a wider policy context. Thus, this study is situated within the
mixed areas of NFE policy and institutional management in a bid to understand both
the regulatory and institutional dimensions pertaining to the establishment, provision
and sustainability of NFSE in the country. This introductory chapter, therefore,
provides a framework for understanding this study and explains why researching on the
provision of NFSE within the NFE policy and institutional framework is imperative.
