Abstract
This paper aims to elaborate adolescent sexuality education discourse in Indonesia, which interplays
with state, socio-cultural and religious discourses at local level This research was conducted by
interviewing governments, NGOs, religious and local leaders in 8 cities in Indonesia to see their
conceptions of adolescent sexuality education which affected by various discourses. Sexuality
education was contested and contradictory discourse. They promoted awareness of STIs and
HIV/AIDS and gave knowledge of Sexual Reproductive Health (SRH). However, they were reluctant
to provide information on gender relation, sexual diversity and contraception to the adolescent.
Paradox on sexuality education brought adolescent choices on their sexual practices. In one hand,
adolescent had knowledge on SRHR. In some cities, adolescent already had early initiation for
SRHR movement and joined adolescent group for SRHR advocacy. On another hand, some of them
are unable to prevent sexual harassment, practice high risk sexual behavior and have an abortion. The
implementation problem of sexuality education in Indonesia is contributed by complexity of
contested discourses that developed from various interpretations of actors in both local and national
level.
