Abstract
Community Based Rehabilitation (CBR), as defined by World Health Organization (WHO), involves measures taken at the community level to use and build on the resources of the community, including the impaired, disabled and handicapped persons themselves, their families and their community as a whole. The different types of disability of patients in the community that are being addressed result from visual impairment, hearing and speech impairment, learning disability, impaired sensation and movement difficulty. Through the years, the Philippine government and many nongovernmental organizations has been supporting Community Based Rehabilitation program. A proof of this is the issuance of several laws concerning disability especially Executive Order 437 of 2005 encouraging the implementation of Community Based Rehabilitation to be supported by the local government to make rehabilitation services accessible to Persons with Disability (PWD) in hard to reach areas. This study aims to present important milestones in the development of Community Based Rehabilitation, particularly major projects initiated by the Department of Rehabilitation Medicine of the Philippine General Hospital. The study also includes different communities reached by the CBR program of the Department of Rehabilitation Medicine as well as the steps taken to do CBR. The CBR curriculum used for the students of the University of the Philippines College of Medicine is also presented. This gives a background and an overview for CBR leaders, managers and stakeholders including the Philippine government and concerned agencies about what have been done and what is the present status of the CBR program. This will encourage them to help promote CBR projects and to initiate more CBR programs. The methods used were mainly interview of point persons, data gathering from documents and articles and review of annual reports of the Department of Rehabilitation Medicine on Community Based Rehabilitation projects.
