    Series Information

The Continuous Multipurpose Household Survey 2010 (CMS-HBS) was launched in May 2009, with the aim of addressing the need for timely data. There were core questions from May 2009 to April 2010. In its second year, which started in July 2010 to June 2011, a module on Household Budget Survey (HBS) was incorporated. Since the module on HBS catered for consumption in a detailed manner, it was not in the 2010/2011 CMS-HBS quarterly reports.

    Abstract

The primary objective of The Continuous Multipurpose Household Survey 2010, (CMS-HBS) was to provide a permanent platform for the collection of data relevant to compute socio-economic indicators. With rapid changes in the economy, it was not adequate to have updates once in five or ten years, hence the introduction of CMS-HBS. Each round of the survey collects the same core data on household members' characteristics (sex, age etc.), employment and consumption.

The First Quarter questionnaire focused mainly on demographic (name, sex and age) information, biographical (education, health and economic activities) details, consumption of agricultural own-produced goods, expenditure and income (day-to-day consumption and expenditure) information of the households.
The Second, Third and Fourth Quarter questionnaires focused mainly on biographic, consumption expenditure and income information on seasonal basis. The four of these questionnaires collectively, reflected a comprehensive coverage of the living conditions (economic activities, household possessions, expenditure and income, etc.) and service delivery (health, transport and communication, etc.).

    Sampling

    Sampling Procedure

The design for Continuous Multipurpose Household Survey 2010-2011 (CMS-HBS) adopted a two-stage stratified sampling procedure in which Enumeration Areas (EAs) constituted Primary Sampling Units (PSUs) while private households comprised the Secondary Sampling Units (SSUs). The design was best preferred amongst others to make a total sample representative and descriptive of the unequal distribution of the population across the ten districts.
The process of sample selection involved the technique of stratifying each of the ten districts into two strata: urban and rural residence. A cluster of two or more EAs formed a PSU in rural areas whereas in urban areas, a single segment of an EA (either a village or a part of a large village) was used as a PSU. These EAs were selected from the 2006 Population and Housing Census Master Frame, which is designed to give nationally and sub-nationally representative information for household sample surveys

The frame therefore carries the information about EA?s administrative belonging and its locality, number of residential households, and type of residence (urban/rural). To control the effects of variability in the EAs instead of selecting them at random, the EAs were selected using Probability Proportional to Size (PPS). The total number of households within those EA?s served as the Measure of Size (MoS). In the second stage, a complete household listing (to update the Master Frame) and screening in each of the selected EAs was carried out. Following the listing exercise, stipulated number of households was systematically selected by the Survey Methodology and Cartography section so as to give all listed households an equal chance of being selected and also to prevent bias introduced by interviewers in selecting sampled households at the time of the main survey. An interviewer was then supplied with the list of selected households to be interviewed in order to ensure that only selected households were covered.
