Abstract
Development is a multi-dimensional process which is used for improvement of level of living and has been considered by the researchers
in recent decades. The purpose of this research is study and evaluate the socio-economic development rate in the counties of North
Khorasan province, Iran. In order to determine the development rate, according to the importance of indicators, the relevant socio-economic indicators
were collected based on the data of Iranian Statistical Yearbook and processed and assessed by the methodology of TOPSIS model. Finally,
the grades of the different counties in the North Khorasan province were determined and the results were analyzed. The result of this research
indicates that Bojnourd county is the most developed county in the province with the relative closeness to the sustainable development value
equal to 0.8. This glaring difference in the rate of relative closeness to the sustainable development between the first and the last rankings of the
counties in the province demonstrates that there is a large inequality of social, economic and technological aspects and discrimination in the allocation
of the resources in the area. This study shows that the spatial structure of the North Khorasan province is followed from the Core and Periphery
development pattern. The results of this research can be effective to the decision-making authorities, and finally, fulfill the social justice.
