Abstract
With the development of public policies, Colombia seeks to reduce social inequalities that occur in its
territory, especially the ones that plunge its population into extreme poverty. Strategies used by the national
government to reduce high levels of unsatisfied basic needs that originate high levels of poverty, have focused
into giving conditional money transfers to vulnerable populations as well as access to health, education,
training and improvement of food security in order to improve the precarious conditions of the population and
to develop its capacities to reduce poverty gaps and increase opportunities to overcome them. However
despite great efforts during recent years, the National Government has realized that public programs and
policies have not eradicated extreme poverty completely.
