Abstract
For several years now, the National Statistics Office (NSO) is working continuously to develop and improve the master sample design and to enhance the sampling frame of household-based surveys, such as, Labor Force Survey (LFS), Family Income and Expenditure Survey (FIES), Annual Poverty Indicators Survey (APIS), Survey on Overseas Filipinos (SOF), Functional Literacy, Education and Mass Media Survey (FLEMMS), etc. The NSO is currently using the 2003 master sample (MS) design to cater several household-based surveys. The 2003 MS design can only provide reliable estimates at the regional level. With the availability of data from the results of the 2010 Census of Population and Housing (CPH), the plan to develop a 2010 CPH-based master sample that will provide reliable province level estimates had been pursued and started. Recently, the NSO in collaboration with the International Labor Organization (ILO) Manila carried out a pilot survey for the labor force that will produce reliable estimates at the provincial level. Two (2) pilot provinces, Antique and Agusan del Sur, were identified as the pilot survey domains to carry out this project. A sampling design was developed primarily to produce reliable labor force estimates at the province level. This sampling design also served as prototype or model for the development of the new master sample for household-based surveys.
