Abstract
Notwithstanding the government’s efforts in trying to launch various and sometimes ambitious
projects to minimize the socio-economic gap that exists between urban and rural dwellers,
serious disregard of the social, economic, and cultural characteristics of the population where
these projects get established still persist. As a result, management, sustainability, and success
of these projects have long been extremely challenging. This paper therefore explains how
social, cultural, and economic attributes of a society play such a significant role in contributing
in the failure or success of government-sponsored projects in rural Tanzania, and in this
particular case, CHF. The findings in this paper are based on a study which was conducted in
Bahi Ward in Dodoma-in November 2013. Both qualitative and quantitative approaches are
used in the analysis and presentation of the findings. The findings from this paper suggest that
the interaction between multiple forms of characteristics, namely; social, economic, and
cultural, not only shape and guide, but also hinder access to quality health care under the
scheme in Bahi Ward. The paper recommends that, for any externally or government-sponsored
projects such as CHF to function, sustain, and produce intended outcomes, it should reflect the
real social, economic, political and cultural matrix and needs of the society in question.
