CBI PDM Cash-Based Interventions Post-Distribution Monitoring Cash Assistance Income Generation Domestic Needs/Household Support Basic Needs Most refugees live in environments where they have access to markets and services in the same way that local communities do. Providing refugees with cash enables them to fulfil their needs in a dignified manner and contributes to the local economy. UNHCR uses cash-based interventions (CBI) to provide protection, assistance, and services to the most vulnerable. Cash and vouchers help the displaced meet a variety of needs, including access to food, water, healthcare, shelter, that allow them to build and support livelihoods, and to facilitate voluntary repatriation. Refugees, asylum-seekers, internally displaced and other vulnerable populations receive cash assistance through collaborative cash systems in which UNHCR works in close partnership with governments, the private sector, UN agencies, community-based and local partners and development actors. UNHCR started a corporate Post-Distribution Monitoring (PDM) process to review the use and effectiveness of cash assistance provided by UNHCR and its partners. PDM semi-standardized questionnaires assess the adequacy of cash programmes, and results inform programme changes at the country level in order to improve CBI design and delivery. The scope includes: 1. Household demographics 2. Receiving and spending the cash assistance (basic facts) 3. Risks and problems: Did people face problems with the CBI? Did the CBI put POCs at additional risk? 4. Markets and prices: Can they find what they need, and at a price they can afford, in the markets? 5. Expenditure: What did they spend the money on? 6. Outcomes: What changes is the cash assistance contributing to the households? 7. Longer-Term Outcomes: Has the cash assistance helped them on the pathway to sustainable solutions? 8. Accountability to Affected Persons: Is the CBI intervention accountable to persons of concern? (What preferences do people have over how assistance is delivered?) UNHCR The survey's objective was to deliver representative data of households receiving a cash-based intervention in Sirya. The total number of households receiving the cash-based intervention was around 3000. A simple random sample design was applied. A total of 921 households were interviewed.
