The collection of reliable, comprehensive and timely statistical information on agriculture is very essential for planning purposes and formulation of agricultural policy. Hence the Central Statistical Authority (CSA) has been conducting Agricultural Sample Surveys on annual basis since 1980-1981 (1973 E.C.) to meet some of the statistical data needs of planners and policy makers.
The general objective of the survey was:
- To estimate the total cultivated land; total production and yield of major crops per hectare; cropland uses (temporary and permanent); quantity and cost of agricultural inputs by type; number of livestock and poultry by type , purpose, sex and age; number of beehives and honey production in the private peasant holdings at national and different reporting levels which are regions or group of zones.

The 1996-1997 (1989 E.C.) annual Agricultural Sample Survey was designed to cover sedentary rural agricultural population in all regions of the country except urban and nomadic areas of the country.

The scope of annual Agricultural Sample Survey includes:
- Area identification and characteristics of agricultural holder's. This included household's geographic locations, holder's age, holder's sex and educational status.
- List of fields and agricultural practices for pure stand and mixed crops.
- List of permanent crops and number of tress.
- Records of quantity of improved seed, fertilizers and information on crop protection.
- Records of results of area measurements.
- List and selection of fields for crop cutting and details of record of crop cutting.

SAMPLE DESIGN
A two stage stratified sample design was used for the 1996-1997 (1998 E.C) Annual Agricultural Sample Survey. In three regions, namely in Amhara, Oromiya and Southern National and Nationalities Peoples' Region, group of contiguous zones were treated as strata/reporting levels of the survey results. In the remaining regions, the reporting levels were the regions themselves. The primary sampling units (PSUs) in all strata were Enumeration Areas (EAs). Agricultural households were the ultimate sampling units. The survey questionnaires were administered to all agricultural holders in the sampled agricultural households. A fixed number of sample EAs was determined for each stratum/reporting level based on precision of estimates, household size of the stratum and cost considerations. The overall sample number of EAs in a stratum was proportionately allocated to zones/special wereds within the stratum to their household size. From within each zones/special wereda sample EAs were selected with probability proportional to size, size being the total number of households of EAs as obtained form the 1994 census map work. Form each sample EA, 25 agricultural households. All information were collected form these households except for crop cutting exercise, for which data were collected only form the last 15 agricultural households starting from the 11th selected agricultural households. Moreover, holders within households were enumerated and the required data were collected from these holders.

The 1996-1997 annual Agricultural Sample Survey used structured questionnaires to collect agricultural information from selected sample households.
List of forms in the questionnaire:
- AgSS Form 89/0: Used to list all households and agricultural holders in the sample enumeration areas.
- AgSS Form 89/1: Used to list sampled households and agricultural holders.
- AgSS Form 89/2: Used to record crop condition.
- AgSS Form 89/3A: Used to list fields and agricultural practices for, pure stand crops and mixed crops; list of permanent crops and number of tress.
- AgSS Form 89/3B: Used to record quantity of improved seed, fertilizers and crop protection chemicals and price.
- AgSS Form 89/4: Used to record results of area measurements.
- AgSS Form 89/5: Used to list fields and selection of fields for crop cutting and details of record of crop cutting.
Field Organization:
CSA branch statistical office heads, field supervisors and enumerators, experts form head office, other support staffs and drivers were involved in the operation of the survey. For all enumerators the necessary survey equipment, such as compass, protractors, ruler, measuring tapes, balance scales, poles, ropes and sample bags were made available and to assist the field work 68 vehicles were put on operation.
Training of Field Staff:
The training program for the field staffs was carried out in two stages. In the first stage trainees from the head office, branch statistical office heads and some of the field supervisors were given training for one week at the head office. Some of those trained in the first stage conducted similar training for field supervisors and enumerators for 10 days in all the 15 branch offices all over the country. During the training, the field staffs were given detailed class room instruction on the objective and uses of the survey, concept and definitions of terms used, method of area measurement, method of crop cutting and interviewing procedures. The training sessions included thorough field practices with regard to data collection.
Method of Data Collection:
Survey data were collected on questionnaires both by subjective and objective methods. Information on agricultural practices (application of fertilizer, pesticide, use of imported seed and irrigation), livestock and poultry information were collected subjectively by interviewing the holders in the sampled households. In addition, the objective measurements, particularly for area measurements were carried out for the 25 selected households form each sampled EA in which all crop areas were physically measured using compasses and measuring tapes. On the other hand, all fields under temporary crops of each holder in the last 15 samples households were classified by type of crop and form each type a field was randomly selected for crop cutting. Then, a sixteen meter square plot was demarcated in the selected field in which the crop in the plot was harvested. The harvested crop was threshed and carried in bag with identification information like name of the crop, holding number, parcel and field number. The crop in the bag was weighted immediately after threshing and weighed again after two weeks of drying. The weights were recorded in the respective questionnaire.
Editing, Coding and Verification:
Intensive training was given to the editors and in due course, subject matter specialists from the agricultural statistic department were assigned to answer questions and clear doubts so as to facilitate the editing and coding activity. In addition, the edited and coded data were checked by supervisors on 100% basis.
Data Entry, Cleaning and Tabulation:
Before starting data entry professional staffs of Agricultural Statistics Department of Central Statistical Authority prepared edit specification that used to developed data entry and cleaning computer programs by data processing staffs using Integrated Microcomputer Processing System (IMPS). The edited and coded questionnaires were captured into computers and later cleaned using cleaning program that was developed for this purpose earlier. Finally, using tabulations format provided by the subject matter specialist computer program was developed and survey results were produced accordingly.
A total of 705 enumeration areas (EAs) were selected to be covered in all regions. Nevertheless, 5 of them were closed due to various reasons and the survey succeeded to cover 700 enumeration areas. The response rate of enumeration areas is 99.29%.

A microdata dissemination policy is established by CSA to address the conditions and the manner in which anonymized microdata files may be released to users for research purposes. CSA will release microdata files for use by researchers for scientific research purposes when:
The Director General is satisfied that all reasonable steps have been taken to prevent the identification of individual respondents.
The release of the data will substantially enhance the analytic value of the data that have been collected For all but purely public files, researchers disclose the nature and objectives of their intended research, It can be demonstrated that there are no credible alternative sources for these data, and
The researchers have signed an appropriate undertaking.

The data and other materials provided by CSA will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement of CSA.
The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.
No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently. Any such discovery would immediately be reported to the CSA.
No attempt will be made to produce links among datasets provided by CSA, or among data from the CSA and other datasets that could identify individuals or organizations.
Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from CSA will cite the source of data in accordance with the Citation Requirement provided with each dataset.
An electronic copy of all reports and publications based on the requested data will be sent to CSA.
The original collector of the data, CSA, and the relevant funding agencies bear no responsibility for use of the data or for interpretations or inferences based upon such uses.
Cost Recovery Policy:
It is the policy of CSA to encourage broad use of its products by making them affordable for users. Accordingly, CSA attempts to ensure that the costs of creating anonymized microdata files are built-in to the survey budget.
At the same time, CSA attempts to recover costs associated with the provisions of special services that benefit only a specific group. Information on the price of each dataset is available at CSA website (www.csa.gov.et )
