The survey uses a mail-in questionnaire and a face to face interview, covering the Bank's overall contribution and support to development, Bank officials' interactions with clients, various aspects of project design and implementation, and non-lending services. The questionnaire may be custom-tailored to gather needed country-specific information. Interviews are also conducted with a small number of key clients and partners to provide qualitative inputs to complement the quantitative surveys. Ghana National Sample survey data [ssd] The survey was administered to (1) Senior government officials; (2) Implementing agency and ministerial staff (National) ; (3) private sector representative; (4) civil society representatives and NGOs. The scope of Ghana CFS 1995 includes: - Your own involvement with the World Bank - The World Bank, in general - Relationships and communication ("Dialogues") - World Bank products and services - Policy-based lending - The lending cycle - Project identification and preparation - Project appraisal - Project negotiation - Project implementation - Project completion and impact evaluation - Other development institutions - Wrap up Multi-stage stratified random sample Mail questionnaire A standardized questionnaire prepared by SIROTA and Associates (New York) was used. The Survey instrument was administered to 84 persons, either in face-to-face interviews or by mail. The sample comprised of both Ghanaian clients (65 persons), World Bank staff in Washington working on Ghana (12 persons) and staff at the Resident Mission (7 persons). The World Bank staff were drawn into the sample because their perceptions about the operations and effectiveness of the Bank's policies and programs, and their relationship with the clients were considered highly relevant. The sample is categorized into four groups, namely, 13 key government officials (i.e., ministers of state), 27 other government officials (i.e., policy and project implementers), 8 non-government officials (for example executives of public organizations and academics) and 10 members of the private sector. Data cleaning is done during the data entry stage and/or during analyzes of the data.
