This sample survey is conducted annually with the purpose to collect information on population, population changes (fertility, mortality and migration), contraceptive used and induced abortion as well.\n\nSince the Population and Housing Census 1999, there has been a remarkably increasing demand for information on population changes, labour force and contraceptive used. Policy makers, development planners, researchers, international organizagtions and mass media have always requested GSO to provide key data collected from the survey. As a result, each province had a sample size of about 60 enumeration areas with an average of 100 households per EA. Hanoi and Ho Chi Minh city are the two most populous and complicated cities, so they had a selection of over 70 EAs. Provinces with smaller population size also had a sample size of nearly 60 EAs.\n\nThe sample of the survey was a stratified cluster sample, in which each province constituted the main clusters (64 strata) with two sub-clusters within each representing \"rural\" and \"urban\" areas. Recruitment and training of field workers\nEnumerators and supervisors were recruited based on their education, experience and their understanding of the local habits and customs, and on their health. Generally, village men were recruited to work as enumerators and district statistical officials were recruited to work as supervisors. In the remote areas with a scarcity of eligible candidates, enumerators were mobilized from other localities, mainly among district statistical officials.\n\nThe training for the fieldworkers was conducted for 3 days. It was separated in two stages. The first stage was the training at the central level. For the first stage, two survey staff from each province participated at the training course in Ha Noi and Ho Chi Minh City in the first half of March 2007. The main training i.e the second stage was conducted for enumerators and supervisors before the fieldwork.\n\n2. Fieldwork and quality control\nGood preparation and logistical work ensured a good provision of professional knowledge as well as necessary facilities to enumerators and supervisors. They were requested to be present at the right place at the right time and to be prepared to undertake the assigned task.\n\nAccording to the plan, the survey started from 1st April 2007. Except for some remote areas, the fieldworks were to be completed within 10 days. During this period, every enumerator had to visit each of the households in his\/her enumeration area to conduct interviews and fill in the questionnaire. Enumerators had to interview household heads to collect information on each of the household members. They had to interview female household members aged 15-49 years and collect information on fertility and family planning. In case it was impossible to meet the household head, enumerators were instructed to conduct interview with an adult member in that household who could provide the information required.\n\nA strict application of the fieldwork instruction ensured a high accuracy of the collected information. Supervisors were assigned the responsibility for day to day field checks. Apart from the task of observing and checking the work of enumerators, supervisors were given the responsibility to conduct random spot checks to make sure that all enumerators had performed their task with high standards.\n\nAfter the questionnaires were checked and cleaned at the field, they were passed to the Provincial Statistics Offices. Again, checking was done to ensure that all questionnaires were completed.","act_min":"Team leaders are the force that directly controls the daily task of each enumerator, decides the sufficiency and accuracy of the information collected. Each team leader takes responsibility of 2-3 enumerators.\n\nSupervisors are statistical officers who directly participate in this survey and are organized for all three levels of central, province and district. Supervisors must examine supervision process of team leaders and support them in accomplishing their tasks.\n\nEnumerators conduct interviews and questionnaire recording under strict control and guidance of the team leaders. Apart from the task of checking, rectifying errors in the work of enumerators, team leaders are given the responsibility to check all questionnaires recorded by assigned enumerators before giving to district statistics offices, to make sure that questions are skipped correctly, logical errors are corrected and identification information is recorded sufficiently and exactly as stipulated in the guidance documents.","weight":"The general weights can be calculated from the following probabilities\/weights:\n1) Design weights (basic weights): depend on probability;\n2) Coefficients used to adjust weights due to variations in the number of households or variations in the total number of enumeration areas because of lost but not replaced by other ones; \n3) Coefficients used to adjust weights according to structure of the population (universal) under study (self-weighting).","cleaning_operations":"Data entry and editing were carried out at three GSO's statistical informatics centers (Ha Noi, Da Nang and Ho Chi Minh City). Each center established a computer network to process the survey data. Each network included a server and a number of personal computers. The networks in Da Nang and Ho Chi Minh City were connected with the center in Hanoi. \n\nA number of consistency checks were carried out and this was followed by data edition.
