DDI_KAZ_2014_WBCS_v01_M_WB Development Data Group 2014-11-25 NADA v01 (November 2014) World Bank Group Country Survey 2014 WBCS 2014 KAZ_2014_WBCS_v01_M Public Opinion Research Group NADA World Bank Group Public Opinion Research Group Public Opinion Research Group The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank's clients, partners, and other stakeholders across the globe in client countries. The Public Opinion Research Group (PORG) surveyed 29 countries in FY2012 (July 2011-June 2012) and 41 countries in FY2013 (July 2012-June 2013). In FY2014, surveys were conducted in 42 countries. Nearly all of the World Bank's client countries are surveyed in three year cycles. v01 The Kazakhstan Country Opinion Survey is a part of the County Opinion Survey Program series of the World Bank Group (WBG). In November 2013 - January 2014, 372 stakeholders of the World Bank Group in Kazakhstan were invited to participate in the survey. The survey assists the World Bank Group in gaining a better understanding of how stakeholders in Kazakhstan perceive the WBG. It provides the institution with systematic feedback from national and local governments, multilateral and bilateral agencies, media, academia, the private sector, and civil society in Kazakhstan on: 1) their views regarding the general environment in Kazakhstan; 2) their overall attitudes toward the WBG in Kazakhstan; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Kazakhstan; 4) their perceptions of the WBG’s future role in Kazakhstan. Kazakhstan - Astana and Almaty, - Cities and towns at a regional (oblast) level, - Settlements at a district (rayon) level. The majority of respondents (82%) indicated that they were located in Astana or Almaty. Stakeholders of the World Bank Group in Kazakhstan The scope of the study includes: - General issues facing Kazakhstan - Overall attitudes toward the World Bank Group - World Bank Group's effectiveness and results - The World Bank Group's knowledge work and activities - Working with the World Bank Group - The future role of the World Bank Group in Kazakhstan - Communication and information sharing - Respondents background information Research Group Three hundred and seventy two stakeholders of the World Bank Group in Kazakhstan were invited to provide their opinions on the World Bank Group's assistance to the country by participating in a country survey. Participants in the survey were drawn from the office of the President; the office of the Prime Minister; office of a minister; office of a parliamentarian; ministries, ministerial departments, or implementation agencies; consultants/contractors working on World Bank Group-supported projects/programs; project management units (PMUs) overseeing implementation of a project; local government officials; bilateral and multilateral agencies; private sector organizations; private foundations; the financial sector/private banks; NGOs; community based organizations; the media; independent government institutions; trade unions; faith-based groups; academia/research institutes/think tanks; the judiciary branch; and other organizations. The stakeholders were selected from a database of contacts with whom WBG regularly interacts locally. Also, a local consulting firm, which distributed the questionnaires, had to contribute to 20% of the sample. The firm mostly provided contact information of non-government organizations that know about the World Bank Group or work with WBG. When possible, responses from respondents completing 2014 country survey were compared to responses from 146 respondents (88% response rate) who completed the survey in FY 2003. Other [oth] The questionnaire is available in three languages: English, Russian and Kazakh. The survey was conducted in Russian and Kazakh. An independent local research or consulting firm is hired to distribute and collect survey questionnaires on the ground. The World Bank Group has no interaction with potential respondents to ensure the independence of the process. Potential respondents receive questionnaires via courier, post or email (an independent, secure web platform). Data are sent back to the Public Opinion Research Group at the Bank’s headquarters in Washington, D.C., where analysis is done and reported. In Kazakhstan, a local research company "Research Center" gathered data through face-to-face interviews, mail and email. 192 stakeholders participated in the survey (52% response rate).
