This was the third census since independence in 1964, carried out by the Central Statistics Office under the Ministry of Finance and National Planning. The other two censuses were carried out in 1969 and 1980. Census operations were undertaken with the use of grade 12 pupils (in some cases grade 11 or lower grade pupils) as enumerators, secondary school teachers as supervisors while professional and technical staff of the Central statistical Office undertook technical and professional tasks. Each of these censuses employed sound methodological standards in the collection, compilation, analysis, publication and dissemination of information, ensuring that accurate and reliable information is made available to Government, its cooperating partners, Non-governmental Organisations (NGOs) and the general public, in a timely and usable format. A Census of Population and Housing is defined by the United Nations as the total process of collecting, compiling, evaluating, analysing and publishing demographic, economic and social data pertaining, at a specified time or times, to all persons in a designated area or the whole country. It is the primary source of information about the population of a country. It is undertaken at regular intervals, usually after ten years. The population Census is distinguished from other kinds of field surveys by its traditional background, legal sanctions, coverage, and by the whole scale of the operation and the resources normally devoted to it. A census of population and housing is the biggest national resource that acts both as an input into development programmes, and as a measure of the impact of various development programmes embarked on by Governments, NGOs and other stakeholders with development programmes in Zambia. It provides a vital account of the impact of developmental programmes on the population in areas of education, health, economic activity, agriculture, housing and infrastructure, internal and international migration, urbanization, fertility, mortality and population growth, size, composition and distribution. It also provides an accurate and reliable record of changes in this important population attributes over time and forms the cornerstone of the country's national statistical system. The main objective of conducting a Population Census is to enumerate all the people in the country in order to provide the Government, private organisations, individuals, and other stakeholders with the number of persons in each district, township, locality, village, etc., according to age, sex, and other characteristics. For every aspect of planning, it is essential to know the size, structure and distribution of the population of a country. This information is required for various aspects of social and economic planning. The other objectives of the census include that of; - Providing accurate and reliable information on the size, composition and distribution of the population of Zambia - Providing Information on the Demographic and Socio-economic Characteristics of the population of Zambia - Providing indicators for measuring progress towards national and international development goals Zambia National coverage Census Enumeration Area (CEA) Individuals, household, persons over the age of 12 years The Census of Population and Housing covered all de jure and de facto population in the households. It excluded a) Foreign diplomatic personnel accredited to Zambia; and b) Zambian nationals accredited to foreign embassies and their family members who live with them abroad and, Zambian migrant workers and students in foreign countries who were not in the country at the time of the census. Census/enumeration data [cen] The topics covered in the Census of Population, Housing and Agriculture, included: - Individual characteristics: membership status, relationship to head, Sex, age, disability, migration, ethnicity, - For persons 5 years and over: education - For persons 12 years and over: economic activity, employment status, occupation and industry - Females 12 years and older: Marital status, Age at first marriage, fertility and mortality - Housing characteristics: Type of housing, housing building material, occupancy and main source of drinking water - Household characteristics: Household listing, source of energy (cooking, heating and lighting), sanitation (waste disposal, type of toilet facility) and asset ownership - Agriculture characteristics Central Statistical Office Complete enumeration of all persons in Zambia in 1990 Face-to-face [f2f] The 1990 census questionnaire included internationally agreed core topics. The questionnaire was developed in English. Among the information included in the questionnaire is that of household identification, Personal information such as membership status, sex, Age and disability. Other information includes that of migration, ethnicity and language, education, economic activity, employment status, occupation and industry. For females 12 years and over, the questionnaire had information on fertility and mortality. Household characteristics such as Source of energy (heating, lighting and cooking), ownership of assets and type of toilet facilities, is included as well as housing characteristics such as type of housing, occupancy status, housing building materials Sanitation (garbage disposal, main source of water. The questionnaire also has a section on agriculture activity. The census field teams consisted of Field Coordinator, Assistant Master Trainers, and supervisors and enumerators in each of the 72 districts. The role of master trainers was to manage field teams, supplies and equipment, maps, finances, coordinate with local authorities concerning the census, make arrangements for accommodation and travel, coordinate enumerator training workshop in the district. The role of the supervisor was to coordinate field data collection activities and conduct spot checks and maintained field control of documents. Responsibilities of the supervisors and enumerators are described in the manuals for supervisors and enumerators. The role of the census supervisors was to act as a link between the enumerators and the census organizers through the senior census supervisors. These were required to lead and guide the enumerators seeing to it that they were performing their work according to the instructions. They were responsible for allocating work areas, issuing census forms and other materials and for the day to day supervision of enumeration work. They were required to conduct spot checks and maintain field control of documents. Confidentiality of respondents is guaranteed under the provisions of the Census and Statistics Act, CAP 127 of the laws of Zambia. The data and other materials will not be redistributed or sold to other individuals, institutions, or organization without the written agreement of the CSO.
