The data collected was intended to serve either as baseline data for the impact evaluation or as baseline monitoring data for the compact in general.\n\nThe data collected was intened to support the impact evaluation in estimating impact related to:\n\n-reduced travel time along the roads\n-improved access to social services (e.g., schools and healthcare centers);\n-improved access to markets for goods and services;\n-change in the type, volume, and value of transported goods\n-increased economic activity levels\n\nThe survey was also designed to permit analysis of benefits to sub-groups, specifically allowing analysis by age, gender, and income level. Whenever possible, the variables permit disaggregation by gender.\n\nThe planned evaluation methodology was a \u201cdifference-in-difference\u201d estimation. The staff hired needed to have at least a secondary school diploma for the interviewers and a university diploma for the supervisors.  They also had to provide evidence of experience in conducting similar surveys and mastery of the local languages in the surveyed areas.  All staff received at least three (3) days of training to familiarize them with the objectives of MCA-BF and the Road Development Project as well as the methodology to be followed, the responsibilities of each of the actors, and the behavior to adopt towards the local authorities, populations, and individuals to be surveyed and interviewed. Special attention was paid to understanding the questionnaires the staff training manuals.","weight":"To determine the household sample size for primary and rural roads, a weighting coefficient proportional to the total length of each substratum was used.","cleaning_operations":"After exporting the data from Access to text format, the data processing work was done entirely in SPSS.
